RSS stands for Really Simple Syndication. A customer can use an RSS reader like Google Reader to receive notifications on the latest changes in your eCom store without having to monitor your website frequently. From the RSS reader, customers can then click through to your eCom store.

If you want to disable RSS feeds from appearing in your footer, edit your theme settings in your eCom Back Office > Design > Edit theme.
